force bug

hey,
maybe this is due to the latest update?
I have ratio raw for new trades at 1.5 (and all existing trades).
So I just started to force to a new trade, (free), 4 hits for 48 hours. (timed force).
Then checked next day and realized that TE3 actually only sent 5 hits (not because there is no traffic on my site I can tell you).
I guess it does not send because its hitting the 150% out, but then this is certainly a bug. A force is a force because it overrides all rules, right? So it should not matter what the ratio raw is.
