yes, you can create an all time toplist. We call this feature "history toplist". Open manual, click on the "toplist" topic and search for the "history" keyword.
It's very simple to use. You have to put "h_" in front of the standard toplist tags and u have to select "history" type instead of "last24h" in the "toplist" menu. TE version 2.0 and later can also sort toplists by all kind of different balance ratios and that is exactly what you'll need. You will find more info about balance sorts in the manual as well.

and yes i have set history type in toplist.

I can see you've added "h_" in front of the "id" and "return_url" tags, which is wrong. You should only add "h_" in front of the tags where it makes sense. You can't add "h_" in front of the tags such as: "return_url", "domain", "nick", "email", "icq"...

We don't keep the logs, only history database and that is not that big. You don't need to reset it.
