TE3.289 continue send hits to Capping tradders

I set Capping Min Raws for some traders. Traders marked Yellow (It was without any in hits..) Wait 24+ Hours. And this traders still have 2-3 hits Out T in 24 hours stats!!
I check toplist. Toplist have just 36 positions. Active traders = 82. Capped sites cant get traffic from this toplist.
It possible dont send traffic for 0 in traders?
