update to 3.289 and pay licences

i download the install.zip and make a fresh installation, but i have just the version 3.282 not 3.289, what am I doing wrong?

the updates manager say ....

Current version: 3.282
No updates available.

how too can pay a licences with paypal direkt ? i have not paxum and not 2checkout only paypal.
