Addition question - i can not use " " tag in toplist template? After generating i lose it...

After i generated toplist i got

1. <a href="/cgi-bin/te/o.cgi?id="><b></b></a>

template look like

1. <a href="/cgi-bin/te/o.cgi?id=##id:1##"><b>##name:1##</b></a>

sites added and enabled for toplist. in what problem?
