About spiders and no detected traffic

Just three questions
1 - I'm a little puzzled about the behavior of a chinese spider hosted in apnic.net who has blocked two days ago through TE but still sending lot of hits to the galleries. Then I try to block it via htaccess by Ip range, hosting and url but without results. Then was blocked via cpanel and nothing seems works. Even from the blocked seccion still send outs hits. I read here about creating fake pages, It will be an effective solution?
2- I can't see the traffic of some of my partners but i know they are sending back something because this info appears in cpanel. Anyway, it there any chance to see their quality traffic via TE3? If this kind of information not appears in the overview means they are cheaters?
3-is there any way to knowing the traffic quality I'm sending to other traders and? may I control what i'm sending to them?
