o.cgi - 403 Forbidden

I'm trying to setup TE with Smart Thumbs. The mod rewrite seems to work because I see the url passing to o.cgi.
Does anybody know how come I get this error when clicking a link ?

You don't have permission to access /cgi-bin/te/o.cgi on this server.
Permission of /te/ and o.cgi are set to 755.
