out.php taking very long time to load

I noticed some performance issues on my server and was able to trace it back to the out.php script. It will take about about 100% cpu processing for about 1-2 seconds but does this every time out.php is hit. Has anyone else had this problem, or know what might be causing it? I'm pretty sure I just have something setup wrong.

Founds the problem, it actually wasn't the script. Just in case anyone else is having the same problem, it was because APC wasn't caching files correctly.
