Install/Upgrade Errors

Trying to re-install / upgrade script. When I run install.cgi fill out the license key etc in the table then continue it just goes to a blank page. Now every link and when I try admin login page says : System is being upgraded, reload this page in a few seconds!

Hi there, if you get system is being upgraded message, try to delete file cgi-bin/te/tedata/LOCK
