Top List not rebuilding after upgrade

Since upgrading my TE3 install has stopped building Top Lists. Whenever I login the time stamp is the same and no new lists have been created. It works fine if I manually generate the lists / templates.

There is also no Overview. If I click the first tab overview it's blank. There are only stats if I look at Hourly.

The only thing that has changed is upgrading to the latest version which I now regret doing as the old install had worked for years without any problems. I'm not considering deleting TE3 and giving up on it as it's simply not working any more.
